O ne test is not enough if you are diagnosing a charging system problem. It a voltage regulation issue. All cells are same voltage, then ganged to achieve a rating of 12 volts (approx 1.5 volts/cell), so the fact you saw 15-17 volts on your volt meter tells me your meter is off, or more likely, the alternator regulator is a bit happy. It could be my computer or pulleys in the wrong too so I can't risk buying a new one and still having the problem. The voltage should be somewhere between 12.8V and 14.7V.
